What is a production rate, exactly?
It is a unit of workloading: square feet per labor hour, for a defined space type, at a defined scope and frequency. The formula, as ISSA states it, is simple: square footage ÷ production rate × 60 = minutes of labor. A 12,000 sq ft floor at 3,000 sq ft/hr is 4 labor hours, every night, forever — which is why getting the rate wrong by even 15% compounds into real money across a year of service.

What are the ISSA 612 Cleaning Times?
ISSA's Cleaning Times publication is the industry's standard catalog of task-level and bundled cleaning rates, compiled from times submitted by thousands of sources. It covers individual tasks — mopping at 5,355 sq ft/hr, spot-cleaning 1,000 sq ft in 3.62 minutes, a restroom fixture in about 3 minutes — as well as whole-space rates. Read the table as bands, not answers. The rates assume a trained cleaner, standard equipment, medium soil and a maintained building — an initial clean of a neglected space can run at half the band, which is why first-visit deep cleans get priced separately.
Why do restrooms wreck the blended rate?
Because fixture work is slow and there is no way around it. At roughly 3 minutes per fixture, a 10-fixture restroom core is 30 minutes before you touch the floor. A building that is 10% restroom by area can lose 25% or more of its theoretical speed to that 10%.
Fixture math also explains why two buildings of identical size can be 30% apart in hours: a 20,000 sq ft law office with four restroom cores is a different animal from a 20,000 sq ft showroom with one.
Run the arithmetic on a 20,000 sq ft office that is 2,000 sq ft restroom: the office portion at 4,000 sq ft/hr takes 4.5 hours, the restrooms at 1,000 sq ft/hr take 2.0 hours — 6.5 hours total, a blended rate of about 3,080 sq ft/hr. Workload the whole building at the "office" rate of 4,000 and you would have bid 5 hours for a 6.5-hour job: a 23% labor shortfall, silently, every night. What moves a production rate up or down?
Four factors do most of the moving:
- Density and layout. An open floor plate with wide runs vacuums fast; a warren of private offices with doors, desks and cables does not. That is why office benchmarks span 3,500–5,000 rather than landing on one number.
- Scope and appearance level. Rates are scope-dependent. The same office maintained at a higher APPA appearance level — detail work every visit instead of weekly — consumes meaningfully more labor per foot. APPA's guidelines make the link explicit: assign one office custodian 24,000 cleanable sq ft and the expected outcome is Level 5, "unkempt neglect".
- Equipment. A 28-inch autoscrubber and a backpack vacuum are not the same machine as a mop bucket and an upright. Warehouse rates of 5,000–7,000 sq ft/hr assume machine work; hand work runs far below.
- Building condition. A maintained building holds its rate. One that skipped periodic work (strip-and-wax, extraction) fights you every visit until it is brought back to baseline.
Frequency cuts also move the per-visit rate: drop a building from five nights to two and each visit inherits more accumulated soil and fuller bins, so the per-visit hours do not fall proportionally. Price a frequency change as a re-workload, not a percentage.
How do I measure my own production rates from timesheets?
Book rates start the bid; your measured rates defend the renewal. The method operators use is straightforward:
- Capture real hours per site per night — clock-in to clock-out, minus breaks. If your crews text their hours, this is where the data quietly rots; get punches tied to the site.
- Split by area type where you can. Time the restroom core separately once a quarter — even a stopwatch sample of 3–4 visits tells you whether you are a 2.5-minute-per-fixture or a 3.5-minute-per-fixture operation, a 40% spread that varies with facility type.
- Divide cleanable square feet by measured hours, monthly. One month of data per site gives you a defensible blended rate; three months gives you a trend.
- Compare measured vs. bid, per site. A site running 15% over workloaded hours is either mis-scoped, mis-crewed, or drifting into scope creep — and every one of those has a different fix. The comparison is the point: it converts "that account feels heavy" into a number you can act on before renewal.
